ETHOS OF PERSEVERANCE – INDIA'S BEST BET ON ITS DEMOGRAPHIC DIVIDEND

It is said there is strength in numbers. Nothing is truer than in case of India which is poised to become the largest global workforce of the young.

As much as 65 percent of India's population is under 35. And by 2020 India’s average age will be 29 years, compared to 37 in China and the US, 45 in Europe and 48 in Japan. India is the Nation of the Young.

A quarter of the increase global working population will come from India in run up to achieving SDG 2030 goals set by the United Nations in 2015. IMF says that as this rate India's demographic dividend has a potential to add 2 per cent in growth of GDP every year.

The challenge before us is how to realise it and sustain it without backsliding. There is a lesson to be learnt from the countries such as Venezuela, Greece and Tunisia which enjoyed the same demographic profile, but slid into chaos, anarchy and despair with swathes of youth without jobs.

It is for this reason Prime Minister Narendra Modi government has very aptly put health, education and employment – principal drivers of development – at the centrestage of all policy formulations.

In this budget session of the Parliament, Finance Minister ArunJaitley announced the biggest ever government-funded health programme and told the MPs that India cannot realise demographic dividend without its citizens being healthy.

The present government is wide awake to the challenges of swelling youth population and risks of leaving them without jobs. Because it is same demographic dividend which Naxal leaders are also preying on, the unemployment. The government is racing against time to make them employable through Skill India, reaching at their doorsteps in villages with agro-processing industries that are no farther than the fields where they work.

As per figures, India's unemployment rate among the youth rose steeply during last UPA regime, touching 11 per cent. The effective policy interventions at several level by NDA government has steadily brought it down 10.2 in less than four years.

Even as the self-employment schemes such as Mudra Yojana take their own gestation time, say about 5 to 10 years, a policy push is required to generate salaried jobs during the hiatus through Skill India programme.

"The issue is not just the number of jobs but also the type of jobs. A transition into the [global] middle class calls for the creation of salaried jobs," the World Bank noted in its report on India this month.

Curiously, the overall rate of female unemployment has been higher that the male, probably because of the increased access to education at grassroot level and a more liberalised middle class, allowing girls to take jobs. However, a steady decline from a high 4.42 in 2010 to 3.81 in 2016 is encouraging sign.

The worrisome scenario remains of male unemployment which is maintaining a plateau at 3.5 per cent since 2014. Why? Because it is this section which is more likely to get sucked into world of crime and militancy in absence of jobs. Rise of gangsters in otherwise low crime state of Punjab has been unprecedented is a case in point. It is being linked to failed promise of jobs by the state government.

Analysing the drivers of development facing an India poised to transition to a higher level of prosperity, the World Bank very aptly put it, "Development choices made today will determine if its citizens can indeed join the ranks of the global middle class by 2047 – the centenary of India’s Independence."

Fortunately, ready jobs to skilled workforce is the only safeguard. The in-built ethos of perseverance of Hindu youth against hard times is something which will always keep them from the vortex of violence which devoured many countries around the world. That is a greater dividend which will preserve our demographic dividend for a larger good, only.
